A lesson in Evolution…

THE CREATION

In the beginning was The Plan
and The Plan came with Assumptions
and The Assumptions were without form
and The Plan was Completely without substance and void
and darkness was on the faces of the workers
and they spake upon their supervisors saying,

“It is a crock of shit, and it stinketh!”

And the supervisors went unto their section heads and said:

“It is a pail of dung and noe may abide by its odor thereof.”

And the section heads went unto their managers, and said unto them:

“It is a container of excrement, and it is very strong, such that none may abide by it.”

And the managers went unto their Assistant Commissioner, and said unto him:

“It is a vessel of fertilizer, and none may abide by its strength.”

And the Assistant Commissioner went unto their Deputy Commissioner, and said:

“It contains that which aids plant growth, and it is very strong.”

And the Deputy Commissioner went unto the Commissioner and said unto him:

“It promoteth growth, and it is very powerful.”

And the Commissioner went to the Governor and said unto him:

“This powerful new plan will actively promote the growth and efficiency of the department and this area in particular.”

And the Governor looked upon The Plan, and saw that it was good, and The Plan became Policy.”

Now that I have been working in government for a little while, I see that this government flavored version of the business related post of “The Plan” is quite accurate.
